Read the FIR filter-taps from a file. The first number in the filterfile indicates number of taps. If the number of taps is negative, then the filter is assumed to be non-symmetric. For symmetric filters, the filtertap file begins with the center tap, and only has half the tap-file. This function will search for the filter specification in the directory given in the environmentvariable FILT_DIR.
